If you want to be born in September in Bitlife, you can't. The reason why is that there is currently no way in which you can choose a custom month to be born in the game.
Because of this, you will need to go through the steps of re-creating characters until you get one born in September by chance. This process is called rerolling, and to reroll your character, simply create a new character in the game.
You will also need to be born in September if you are trying to complete this week's Bitlife challenge called the Bitlife Birthday challenge.

That said, start by creating a character, and once it is created, view the challenge tab to see if the challenge is marked as completed. You can also view the events tab in the middle of your screen to see a date.
If the challenge is not marked as complete, nor do you see the date of September being your birthday, you will need to start over. Keep recreating characters until you eventually get one that is born in September.
Also, make sure to have one of these characters have the United States as their birthplace. It's a requirement for the challenge, so it would be a good idea to get it out of the way while rerolling.
