This is because these two chests cost the same amount of Royal Crystals to purchase. But the main difference is that the T3 Item Level 1330 Chest contains 2,600 crystals while the Punika Completion Chest contains up to 2,600 crystals.
Ultimately it is up to you how you want to spend your money and in-game currency. You can lay through most of Lost Ark without spending anything; you just may have to grind for it instead.
